I think the jury is out on this one. Because of the transparency, lots of the mistakes which have been made are being aired in public. Such is one benefit of a free press.
Perhaps it is time for other governments to provide the same level of transparency.
BTW, I heard that the justification for the complex expense rules in the UK is that "base" salaries raises have been kept to a minimum and that the expense allowances were an attempt to offset the cost of being able to conduct the business of governing the state.
I agree with your premise that the British are not the worst; they are simply the first to air the dirty linen in public.
