I believe a Programme Manager is one of those job functions whose responsibilities vary from company to company.

I see the Programme Manager: as the "safe pair of hands" the Board relies on who will ensure that the Benefits will get delivered, negotiating the power structures of the firm to overcome all obstacles, inspiring the whole programme team and managing the relationships up and down the chain of command.
