Your post reminded me of a quote I first heard yesterday-

Doing something constructive with your knowledge is something I would support - providing we can overcome the challenges posed by identity theft.
What I mean is if we band together like dolphins, we can see off the sharks. We just need to be careful that we make a mistake identifying what type of fin it is.
One other point to consider is redemption and atonement. If you don't provide the opportunity for someone to show they have "changed their spots", how can they ever make an honest living?
By all means, extend the hand of friendship.
As you have said, assess the risk of going into business with someone based on your online knowledge of them.
