There is no "spam" folder, so lay that myth to rest. Inmails go to the LinkedIn Inbox. If the user has elected to receive emails as well, they get a second notification.
Based on my experience a couple of years ago, "Expired" InMails are those which aren't opened before 7 days have elapsed since it was sent.
I used to have a subscription account. I was getting so many expired InMails, it was like have a double service.
Eventually I learned the lesson and started picking up the phone instead of relying on InMails to reach my target.
