How do you handle consistent negative response of team members

I'm curious, I'd like to find out if the fact that this team member always wears a "black" hat means that no one ever listens to anything he/she has to say...

Regardless, I think some help thinking about making different kinds of thinking and focus time (eg say 5 minutes on each facet) will help...

I suggest training in the de Bono Thinking Hats... and go through a structure thinking process where each person can only contribute their one top priority first time around.. Then praise contribution. See if there is anything major missing.
