Interesting question... and an interesting challenge.
There are at least two opposing forces at play here.
1. You need to be found in the first place and have a great reputation for people to want to join you.
2. You need somehow to vet applications based on the imperfect information available to you on Linkedin - there is little if any verification of what is said on the profile. Many people never fill them out, some aren't truthful.
I have two suggestions to make which are based on making it an open group.
1. Make a decision on application whether you will accept them or not.
2. Accept everyone and use a penalty for unacceptable behaviours.
