The limit is 3000. If you use them up in one fell swoop I believe that LinkedIn delay giving you more. I've heard that they also limit the number you can send out at any given time.
Getting more seems to be a bit hit and miss. I suspect that an APology, Politeness, Promises to use them wisely, and Persistence will pay off.
