I understand the frustration - I've not yet hit the limit, but I'll have little space left for any new interesting groups which haven't yet been formed.
Linked In has limits in several places, perhaps this is the first time you've encountered one.

LinkedIn is an organic resource. If you petition everyone to join the same BI group, then hopefully there will be an overall "leader" - I hasten to add that it isn't a competition.
Here's one suggestion on how to do this.
1. Find out which groups are active (as in on topic discussions/news). - Group X
2. Try and get them the admin make it an open group.
3. File discussions at the other groups for everyone to join you at Group X.
4. Send messages to thought leaders to join at Group X.
5. Notify everyone that there is an interesting discussion at Group X.
