Please clarify what you mean by a short time span? A Week, A Month, A Year?
How long do you have to complete the exercise? Once you know that you can think of ways to organise the work.
How many resources do you have?
Is there a set of priorities in the list? No, ask again for some prioritisation.
If you are serious about making the calls, I would suggest you divide the list and outsource it to reputable companies.
Obviously, you'd have to set up a database for their responses and train them.
How to calculate the time needed per call is critical. With a good script and great data, you might have achieve a 30-50% success rate on the 2nd call - assuming you can call when the right person is available.
